Overview

Empower Services supports several hospice and home healthcare organizations with customized back-office operations and consulting services. They specialize in solutions tailored to home-based care provider needs, which includes managing a fleet of more than 260 vehicles across partner companies. These vehicles are used daily by clinicians traveling to patient homes, healthcare facilities, and administrative locations.

But managing fuel expenses across multiple teams and regions proved increasingly difficult with their previous provider, WEX. Empower needed a solution that could cut down on fraud, simplify reporting, and give branch-level insights. RoadFlex delivered all that—and more.

The Challenge

Before RoadFlex, Empower utilized WEX cards—but the experience came with major pain points:

• Widespread fuel fraud that couldn’t be detected in real time
• Overcomplicated, single-block reporting that made it hard to isolate insights
• Limited fuel network coverage, as WEX cut ties with key fuel providers
• Limited customer support, creating delays in resolving issues
• Lack of transparency, including hidden fee structures and lack of clarity on which fuel stations they could be used at

Ury shared, “WEX was very antiquated. The reporting was hard to look at, and their gas station list was just bad. It was non interactive, just names and addresses in a huge list.”

The Solution

Ury first encountered RoadFlex in April 2024. After comparing several fuel card vendors, he chose RoadFlex based on their flexibility and innovation.

“They were the most willing to listen. RoadFlex actually wanted to add features we needed into the program—and that made a big difference.”

One of the biggest breakthroughs came with the integration of RoadFlex and Empower’s Geotab telematics solution. With this setup, fuel transactions are automatically declined if the vehicle isn’t physically at the pump. That GPS-level verification has saved Empower thousands in potential fraud.
